Contractual Arrangements

The Pennsylvania Municipal Retirement System (PMRS) was designated under Chapter 7A of Act 44 of 2009 as a “Municipal Pension System.”  The chapter is dedicated to contracting “standards” for municipal pension plans and sets forth a number of requirements associated with contracting for professional services.  One of those requirements is for the municipal pension plan to develop procedures to select the most qualified person or firm with whom to enter into a “professional services contract”.  The Pennsylvania Municipal Retirement Board (Board) has addressed this requirement by adopting a Contract & Purchasing Procedures Policy 10-4 and the PMRB-30 disclosure form.  Act 44 and various other applicable laws also require certain documents be made public except for proprietary information or other information protected by law.  This web page exists to provide a central location to obtain information about PMRS’ contractual arrangements.

Open Requests for Quotes (RFQs) - UPDATED

The Pennsylvania Municipal Retirement System (PMRS) has posted solicitation RFQ 2012-1 for Actuarial Consulting Services on the Commonwealth of Pennsylvania’s eMarketplace Website.  Information regarding this RFQ can be found via the Solicitations tab and by entering "2012-1" in the Solicitation # field and pressing "Search".

Note - applicants must comply with all of the requirements, including the submission of a PMRB-30 Disclosure form.

The Pennsylvania Municipal Retirement Board has elected to utilize this restricted bid solicitation process under the Commonwealth’s Consulting Services Invitation to Qualify (ITQ) Contract 4400007410.  Only those contractors qualified in one (1) or more of the following service category(ies) prior to the proposal due date may submit a proposal in response to this RFQ:

Open Requests for Proposals (RFPs)

PMRS is currently seeking applicants in response to the following Request for Proposals:

Pending Contracts

The PMRB has recently concluded an investment manager search for an International Broad Market Equity Value Manager and an International Broad Market Equity Growth Manager. The Board selected the firm of HGK Asset Management as the value manager. Additionally, they elected to retain the existing International Board Market Growth Manager, Wentworth, Hauser, and Violich and add an additional growth manager, Johnston Asset Management. The decisions were made at the Board's November 17, 2011, regularly scheduled meeting. The decisions were made based upon the Board’s expressed desire to seek alpha in the International Broad Market sphere via concentrated and focused portfolios. Historically all three managers have low turnover with portfolio concentrations of between twenty-five and forty securities. The retention of the firms are subject to successful contract negotiations that are currently being undertaken.
