If a municipality does not have a pension plan and is investigating the possibility of establishing one, it is strongly suggested that the PMRS staff be contacted to establish a meeting so that the various plan design options can be explained to the municipality's governing body and employees. After such a meeting, and when the plan design decisions have been narrowed, if a cash balance plan is desired, the PMRS staff will provide a sample plan agreement for the municipality to review.
If a defined benefit plan is desired, PMRS staff will develop a cost study (with up to three different plan options evaluated) to determine the financial cost of the proposals.
